A) The Beck Lake Dog group is not the Forest Preserve staff.
B) I'm just the reporter. Bylina said it didn't cost the FP any money.
Maybe the dog group had to pay for the startup costs too. (The Chicago dog parks
require dog group $s to start.)

They also state that "even though DFA expansion has been approved, the work
is being delayed until the lock is installed." They also seem to feel that an
additional 500 permits will be issued this summer.
