SPRINGFIELD -- A proposal allowing off-road vehicle trails to be built in
state parks ran out of gas earlier this week.

Gov. Rod Blagojevich raised concerns that Senate Bill 2272's goal of
increasing

ATV and dirt bike traffic in state parks would harm the environment.

The proposal would have allowed the Department of Natural Resources to use
the Off-Highway Vehicle Trails Fund to build trails on state property not
designated as nature preserves.

"More appropriate sites for off highway vehicle use should be found that do
not infringe on our shared natural resources," Blagojevich wrote in his
Monday veto message.

Rep. John Bradley, D-Marion, was among the bill's sponsors. He said the

proposal would have boosted the Southern Illinois economy by providing
people places to ride legally.

"I grew up riding ATVs and people down here enjoy riding ATVs," Bradley
said. "It's being seen as a potential economic development tool."

The Sierra Club applauded

Blagojevich decision.

"We opposed (SB 2272) mainly because state parks have been set aside for the
good of wildlife and the public to use. It is incompatible with the noise
and pollution from ATVs and dirt bikes," said Doug Chien, a conservation
field representative with the Sierra Club's Illinois chapter.

Chien said the proposal was a significant expansion of the trail-building
fund that was originally earmarked for the private sector to build ATV and
dirt bike parks.

In July, Blagojevich vetoed SB 2273 sponsored by Sen. Gary Forby, D-Benton,
that would have required 92 percent of the fund go toward trail building.
Currently, the state is only required to use 60 percent of the fund for
motorized recreation. Forby's proposal would have limited the amount of fund
money used for administrative costs to 8 percent.

Chien said the Sierra Club also opposed SB 2273 because it would have taken
away funds from the state's conservation police and money used to repair
damage to private property from illegal use of ATVs and motorbikes.

"By restricting (administrative costs) to 8 percent they are tying the hands
of the Department of Natural Resources to protect private residences from
illegal ATV use," he said.
