Onetime enemies now back landfill expansion

Environmentalists and community groups long have opposed plans to expand
the CID landfill in the Southeast Side Calumet area. 
Now three activists, all former foes of the expansion, have crafted a
proposal that would permit the move in exchange for millions of dollars
of givebacks from the landfill's operator, Waste Management. 
"I used to call it the new Calumet mountain range," said Victor
Crivello, an environmental consultant. Tonight he will unveil the plan
at a community meeting along with Michael Boos, project director of the
Wolf Lake Initiative, and Jim Landing, a bird expert and professor
emeritus at the University of Illinois at Chicago. 
Community groups remain adamantly opposed to an expansion, which would
add 6 million tons of garbage to the facility. But Mayor Daley is in
favor. 
Unanimous rejection 2 years ago 
"It seems like a win-win situation for everybody," said Lance Lewis of
the mayor's press office. 
Lewis pointed to one of the promised benefits: When the landfill closes
in about seven years, a 200-acre park built on top of it will be given
to the city. 
Waste Management also has promised a $16 million endowment for
environmental projects in Calumet, Crivello said. In addition, the
endowment will receive 25 percent of the profit from selling gas
generated by the closed landfill over the next 20 years. And Big Marsh,
near the landfill and valued at $4 million, will become part of the
Calumet Open Space Reserve. 
"It's the largest cash value in the shortest time to ever go to a
community from a landfill," Crivello said. 
A city moratorium on new or growing landfills has been in effect since
1987. But proponents think they can get around that because the
expansion is in the original footprint, in the valley between two huge
mounds of garbage. 
When Waste Management floated an expansion plan two years ago, Calumet's
14 community organizations unanimously rejected it. 
The landfill is incompatible with the host of green improvements coming
to Calumet, said Marian Byrnes, an officer of the Southeast
Environmental Task Force and veteran of decades of environmental
battles. 
"To us, another landfill is destructive," Byrnes said. Community leaders
are exploring other waste disposal methods that would create little or
no pollution, she said. 
"It's not 1987 anymore," Crivello said. He once fought Waste Management
out of anger at its practices, "but it's time to put that anger behind
and move forward."
