BCN friends;

Last week I attended the American Bird Conservancy’s (ABC) Policy Council
and Board of Directors meetings in Washington.  Among the organizations
represented at the meeting were Smithsonian, Ducks Unlimited, Bureau of Land
Management, State Department, Peregrine Fund, Manomet, Roger Troy Peterson
Inst., National Wildlife Federation, American Ornithologists Union, World
Wildlife Fund, US Fish and Wildlife (F&W), Nature Conservancy, Conservation
International, Defenders of Wildlife, Human Society of the United States,
and many state ornithological groups and Audubon chapters.

As you see this meeting attracts most major conservation and government
groups engaged in bird conservation. The following is a synopsis of some of
the important subjects covered.  For greater detail on any issue, please

Formation of Bird Conservation Alliance
With the growth of the interest in birds and conservation, ABC has proposed
expanding on the positive foundation of the Policy Council to create a much
broader network, a national Bird Conservation Alliance.  Its purpose will be
to engage more organizations and individuals nationwide, in efforts for
improving communications, information sharing, and bird conservation.

Mountain Top Coal Mining/Valley Fill
Melinda Welton of the Tennessee Ornithological Society gave a presentation
on plans of the coal industry to significantly expand strip mining in a
large section of West Virginia, Tennessee and Kentucky.   The draft
Environmental Impact Statement suggests a massive and permanent impact on
Partners in Flight priority mature forest birds.  These include Cerulean
Warbler, Louisiana Waterthrush, Worm-eating Warbler, Kentucky Warbler, Wood
Thrush, Yellow-throated Vireo and Acadian Flycatcher.  Over 380,000 acres of
high quality forest will be lost to mining over the next 10 years, doubling
the destruction of the past 10 years.

Boreal Songbird Initiative: Critical Importance of Canadian Forest to
Migratory Birds
One in three birds across North America owe its existence to Canada’s boreal
forest, which stretches from Alaska to the east coast.  As Marilyn Heiman,
Director of the Boreal Songbird Initiative, and Eric Butterworth of Ducks
Unlimited explained, although the majority of the boreal is presently
intact, 2.5 million acres are clearcut annually, and oil, gas, agriculture,
timber, mining, and hydroelectric development are pushing northwards at
increasing rates.  The Policy Council then passed a resolution supporting
emerging efforts to protect a significant portion of the boreal in a network
of large interconnected protected areas, and urging only sustainable

Breeding and Release of California Condors, Aplomado Falcons, and Harpy
Eagles.
Lloyd Kiff, Science Director of the Peregrine Fund, described the continuing
success of the captive breeding and reintroduction efforts for these
species.  With the ample resources and intensive management efforts this
group is providing, these success stories are likely to continue.

The Environment and National Press – a View from National Public Radio
John Nielsen of NPR gave the luncheon address, and described how and why
stories get carried on the air.  He explained that the public does find
birds of compelling interest, so stay tuned for more.

Wind Energy and Birds – Update
Currently there are about 20,000 operating wind turbines in America, half of
which are in California.  Using the newest state of the art models, and
based on prudent siting, research has shown that each turbine kills 1.8
birds per year.  Besides the direct result of a bird strike, birds are also
impacted by the habitat loss because of the footprint of the turbine itself,
as well as because some birds, like species of grouse, completely avoid the
entire area of a site.  Nevertheless, most conservationists agree that this
method of emission free electricity generation is far superior to
traditional energy sources, which contribute to global climate change,
severe habitat change and degradation, smog pollution, mercury contamination
in our waterways, and radioactive waste.  The cumulative effect of these
sources far outweighs the bird mortality potential of wind turbines.

F&W and New Jersey Audubon have both published policy papers on the subject,

Cats and Birds, Trap Neuter Release Problem, and Efforts by other States
Cat defenders, including some organizations that are large and well funded,
are intensifying their efforts to promote TNR, a policy that provides for
trapping outdoor cats, neutering them and then returning (or as critics
claim, re-abandoning) them into the wild.  The Florida Fish and Wildlife
Conservation Commission, over the fierce objections of cat organizations and
a successful defense of the policy in court, recently enacted a policy
against TNR, and approved the humane removal of feral cats from the land it
manages.

In Pennsylvania, where TNR is illegal, cat advocates have enlisted a state
legislator to introduce legislation to overturn this law.

Nevertheless, both since cat predation on birds is indiscriminate, and
endangered and threatened species as well as migrants have been killed, TNR
is in violation of the Migratory Bird Treaty Act (MBTA) and the Endangered
Species Act (ESA).  There are as many as 100 million feral free-roaming cats

Avian Mortality at Window Glass: A Solvable Bird Conservation Issue
Dr. Daniel Klem Jr. of Muhlenberg College, the acknowledged national expert
on this subject, suggested that glass might be a greater source of bird
mortality than habitat loss.  He said the only birds that aren’t threatened
are those that never come in contact with human habitation.  A variety of
suggestions were offered for remedying the problem.  One crucial thing
birders can do is to move feeders to no less than 3 feet from the nearest
window.  Strongly angled panes, use of fritted, translucent or frosted
glass, creative awnings, lines from cloth or Mylar strips 2-4 inches apart,
and beaded bamboo curtains are also solutions.  Research is taking place on
the use of ultra violet screening as a possible solution.

discussed the continuing problems of Communication Towers, Seabird Mortality
from Long-Line Fishing, Continuing Horseshoe Crab Harvesting, Pesticides and
