U.S. Fish and Wildlife Service Releases
Draft Strategic Plan for Review
=20
The U.S. Fish and Wildlife Service is=20
undertaking a strategic planning effort=20
to recommit to its migratory bird trust=20
responsibilities and set a successful course for its=20
Migratory Bird Program. In early August the Service=20
will release its draft strategic plan for a broad-scale,=20
web-based internal and external partner consultation.=20

The draft plan outlines the Service=92s vision for=20
migratory bird conservation and the goals and=20
strategies required to reach it. The plan emphasizes=20
that the conservation of =93birds for people=94 depends=20
upon the consistent application of science and strong,=20
lasting partnerships among the individuals,=20
organizations, and nations linked by the flight paths of=20
these species.=20

The Service will host a Migratory Bird=20
Conservation Forum in January 2004, to work with=20
partners to resolve outstanding issues and generate=20
consensus on priority actions in the draft plan. The=20
final strategic plan will be released at the North=20
American Wildlife and Natural Resources Conference=20
in Spokane, Washington in March 2004.=20

Waterbird Conservation Council Convenes=20

The Council for the Waterbird=20
Conservation for the Americas Initiative=20
(Initiative) is the keeper of the North=20
American Waterbird Conservation Plan (Plan). It is=20
responsible for coordinating, supporting, and=20
communicating the implementation of this and other=20
waterbird plans, updating the plans, and facilitating=20
actions for waterbird conservation throughout the=20
Plan area.=20

The Council held its inaugural meeting on=20
June 4-5, 2003, in Reston, Virginia and discussed=20
roles, activities, and details of operation. The work=20
of the Council will be led by an Executive=20
Committee consisting of five vice-chairs representing=20
the five broad nation/regions of the Initiative=20
(Canada, United States, Mexico, Central America=20
and the Caribbean), the past Council Chair, and three=20
at-large members.=20

The Executive Committee will facilitate the=20
work of Council=92s committees which were formed to=20
address Regional Conservation=20
Planning/Implementation, International=20
Advancement, Communications and Marketing,=20
Resources, Technical Services, and Conservation=20

Thirty-seven Neotropical Act Projects=20
Funded in 2003=20

Conservation organizations in 15 states=20
and 17 Latin American and Caribbean=20
countries will share $3 million in=20
grants for neotropical migratory bird conservation,=20
the U.S. Fish and Wildlife Service announced this=20
month. Partnering organizations will match these=20
grants with $13 million to carry out 37 projects.=20

There are 341 species of nearctic-neotropical=20
migrants, birds that breed north of the Tropic of=20
Cancer and winter south of that line. Examples=20
include sandpipers, vultures, falcons, cranes, owls,=20
hummingbirds, warblers, and orioles.=20

The Neotropical Migratory Bird=20
Conservation Act of 2000 establishes a=20
matching grants program to fund projects that=20
promote the conservation of neotropical migratory=20
birds in the United States, Latin America and the=20
Caribbean. The money can be used to protect,=20
research, monitor, and manage these=20
birds=92populations and habitats as well as in areas of=20
law enforcement and community outreach and=20

Program for Regional and International=20
Shorebird Monitoring (PRISM) in the=20
Arctic=20

During June and July 2003, biologists=20
from several U.S. and Canadian=20
agencies and organizations participated=20
in a continuing effort to develop and refine procedures=20
to estimate the population size and, ultimately, trend=20
of arctic-breeding shorebirds. Partners from the U.S.=20
Fish and Wildlife Service, Canadian Wildlife Service,=20
U.S. Geological Survey, Manomet Center forConservation Sciences, and =
other organizations=20
established field camps on the Yukon Delta and North=20
Slope of Alaska and on Baffin and Southampton=20
Islands in Nunavut (Canada). Information on spatial=20
variation in shorebird abundance and methods=20
developed to estimate detectability will be used to=20
design a statistically rigorous sampling plan for the=20
arctic. Reliable information on population sizes is=20
needed to set realistic and effective conservation=20
objectives for shorebirds. For more information,=20

PIF To Release Landbird Continental=20
Plan In Early November=20

Partners in Flight (PIF) is nearing=20
completion of its North American=20
Landbird Conservation Plan, based on a=20
biological assessment of the 448 breeding landbirds of=20
the United States and Canada. This plan identifies=20
100 species on the new PIF Watch List, as well as 95=20
additional stewardship species restricted to a single=20
major North American biome. For each of these 195=20
species of continental importance, the plan provides=20
an estimate of population size, numerical population=20
objective, recommended conservation action level,=20
and monitoring needs. Species in need of immediate=20
action to protect small, highly threatened populations=20
tend to be concentrated in the southwestern U.S and=20
Florida, while declining species in need of active=20
management are most concentrated in the Great=20
Plains. A large number of species endemic to boreal=20
and arctic regions and the western U.S. are not highly=20
threatened at present, but are targeted for long-term=20
planning to sustain future populations. Together,=20
these conservation actions across the entire continent=20
will meet PIF's ambitious goal of restoring and=20
sustaining all of North America's native landbirds in=20
healthy numbers across their natural ranges. This=20
plan calls upon decision-makers, land managers, and=20
researchers working at national and international=20

Canadian Boreal Forest=20

One in three birds across North America=20
owes its existence to Canada=92s boreal=20
forest. New scientific evidenc e shows=20
the fate of much of the continent=92s bird life depends=20
on the future of this vast northern landscape =96 a=20
future that is now at a cross roads. The evidence is=20
detailed in the report, The Importance of Canada=92s=20
Boreal Forest to Landbirds by biologist Peter=20
Blancher of Bird Studies Canada. The study, based=20
on an unprecedented compilation of bird census data=20
from across Canada and the U.S., was released on=20
May 10th, International Migratory Bird Day.=20

Canada=92s boreal forest is the birthplace of as=20
many as five billion of North America=92s warblers,=20
thrushes, sparrows, hawks, woodpeckers and other=20
land-living birds. It is also the largest intact forested=20
ecosystem left in the world. The boreal, however, is=20
under increasing pressure from development.=20
Logging, agricultural conversion, oil and gas=20
exploration and production, mining, and hydropower=20
development are increasingly fragmenting the boreal.=20

The Importance of Canada=92s Boreal Forest to=20
Landbirds was commissioned by the U.S.-based=20
Boreal Songbird Initiative and the Canadian Boreal=20
Initiative. The Boreal Songbird Initiative (BSI) is a=20
new project dedicated to educating birdwatchers and=20
naturalists throughout the U.S.about the importance=20
of the boreal forest for migratory birds and assisting=20
