BCNnet folks;

On Friday I attended the Board meeting of the American Bird Conservancy
(ABC) in Washington and I’m writing to describe some of the current major
national bird conservation issues in which they are engaged.  ABC is the
only conservation organization whose sole mission is the protection of all
birds and the habitats in which they need to survive throughout the
Americas.

I will highlight the key points of several of their efforts and detail one
particular success story.

North American Bird Conservation Initiative (NABCI)

This is the coalition of more than 500 governmental agencies, private and
academic organizations in Canada, the US and Mexico.  Its US Coordinator is
ABC’s Dr. David Pashley and ABC employs 3 of the Bird Conservation Region
(BCR) coordinators.  Their goal is to build partnerships, integrating bird
conservation goals into wildlife management plans in their areas, developing
new, on-the-ground projects, and attracting funding.

Important Bird Areas (IBAs)

ABC has identified over 500 sites in the US that are exceptionally important
for birds, and produced and distributed signs, certificates, and information
packets to raise local awareness of their significance for
sustaining/enhancing bird conservation at these sites.  A map has been
published (see website) and is available from American Birding Association
and the publication of a major book on national IBAs is expected shortly.

Birds and Climate Change

As I posted a few days ago, ABC has jointly, with National Wildlife
Federation, published A Birdwatchers Guide to Global Warming, an excellent
summary of how these changes are already being manifested.  It describes how
global warming will impact the distribution of birds, and affect arrival and
departure dates, and the availability or non-availability of their
accustomed habitats.

Communication Towers

Communication Towers are responsible for the deaths of millions of migratory
songbirds each year as birds are drawn to the flashing tower lights,
particularly in inclement weather, become confused and crash into the tower,
guy wires, or the ground.  ABC is pushing nationally particularly with the
Federal Communications Commission and the Federal Aviation Administration to
modify tower design to mitigate these deaths.  The U.S. Fish and Wildlife
Service has published guidelines to tower construction based on the best
science available.  ABC is also urging Congress to fund further scientific
study to develop even better solutions.

Horseshoe Crabs and Shorebirds

ABC’s efforts led to the establishment of a 1,500 square mile horseshoe crab
sanctuary at the mouth of Delaware Bay, thereby protecting migratory
shorebirds that gather by the thousands to fuel their migration by feeding
on crab eggs.  They have supplied crab fishermen with free bait bags, the
use of which more than halves the crabs needed for their traps.  The
fishermen have been very cooperative in using them.

Longline Fisheries and Seabirds

ABC continues to advocate measures to protect albatrosses, petrels, and
other seabirds from longline fishing vessels.  ABC promoted the use of bird
scaring lines that can reduce albatross kills by almost 100%.

Pesticides

ABC’s pesticides campaign, unprecedented with regards to the impact of
pesticides on birds, has had remarkable effectiveness.  In the spring of
2001, EPA cancelled all household uses and restricted commercial uses of
chlorpyrifos after ABC’s research documented its harm to birds.

The insecticide Fenthion is prohibited throughout the United States except
for a few Florida counties.  ABC has provided extensive science on its harm
to birds and was responsible for generating 16,000 public comments urging it
be discontinued.  An EPA decision is expected shortly.

Monocrotophos, responsible for tens of thousands of deaths of Swainson’s
Hawks in South American, was withdrawn from the market by its manufacturer’s
as a result of the efforts of ABC and its partners.

The Carbofuran Story

But the most remarkable success story has to do with a chemical called
Carbofuran.  It is probably more deadly for birds than any other
pesticide/insecticide or similar poison, and a known killer of Bald Eagles,
Eastern Bluebirds and over a hundred other species.  In 1989 the EPA
determined to end all uses of this chemical subject to a phase out.  Yet
just 3+ weeks ago, on June 19th, 2002 the EPA quietly gave a permit to apply
it to some 60,000 acres of rice farms in Louisiana by a politically powerful
group of rice farmers.

This was done without the seeking input or comments from the Fish and
Wildlife Service or the public.  The professional EPA staff does hold ABC in
high regard, and at some point during this process ABC received notice of
this re-registration effort.  On June 28th 2002, ABC responded with a
stinging letter of protest signed off on by 56 environmental organizations
with whom ABC recruited for this effort. The letter pointed out that EPA’s
action is a violation of the Endangered Species Act, the National
Environmental Policy Act, the Migratory Bird treaty Act, the Bald Eagle
protection Act and others.

The letter must have hit home since the permit has been issued but limits
Carbofuran’s use to 2500 acres maximum.

19<sup>th</sup>,
2002 the EPA quietly gave a permit to apply it to some 60,000 acres of =
rice
farms in Louisiana by a politically powerful group of rice =

professional EPA staff does hold ABC in high regard, and at some point =
during
this process ABC received notice of this re-registration effort.&nbsp; On June 28th 2002, =
ABC
responded with a stinging letter of protest signed off on by 56 =
environmental
organizations with whom ABC recruited for this effort. The letter =
pointed out that
EPA&#8217;s action is a violation of the Endangered Species Act, the =
National
Environmental Policy Act, the Migratory Bird treaty Act, the Bald Eagle
protection Act and others.&nbsp; =
