BCN friend:  Please help with letters to the mentioned naval leaders to
counter the fight by feral cat supporters, described below.   Additional
bird conservation efforts are also described.

Dear Cats Indoors! Campaign Supporter: There's a lot to tell you about, but
first, we need your help! Please see below.
1. NAVY POLICY ON FERAL CATS AND DOGS UNDER ATTACK: Stray and feral cats and
dogs are often a problem on military installations. People move on base, get
a pet, get transferred, and can't take the pet with them. The pets are often
abandoned, posing a threat to the health and safety of personnel and native
wildlife, including endangered species and migratory birds. In an effort to
address this growing problem, the U.S. Navy recently issued a, "Policy
Letter Preventing Feral Cat and Dog Populations on Navy Property." Navy
commands must now ensure the humane capture and removal of free roaming cats
and dogs, and Trap/Neuter/Release (TNR) of stray and feral cats will no
longer be established on Navy land. All existing TNR programs on Navy land
must be terminated no later than January 1, 2003.
The letter also lists a number of actions that installations can implement
to encourage responsible pet ownership and preclude establishment of feral
cat and dog populations, such as: requiring pet owners to keep and feed
their pets indoors; encouraging neutering or spaying of pets before they
reach reproductive age; and requiring microchipping or other ID of all pet
cats and dogs brought onto installations. There are 186 U.S. Navy
installations worldwide, many of which provide excellent migratory bird
habitat along coastlines. ABC strongly supports the Navy for their action!
However, the Navy is under attack from cat advocacy groups that support TNR.

2. Children's Poster Competition Announcement for National Keep Your Cat
Indoors Day: It's time once again for the children's poster competition to
help celebrate National Keep Your Cat Indoors Day on May 11. Wild Bird
Centers of America (WBCA) is offering gift certificates for the winners in
three age categories of 6-7; 8-9; and 10-12. Artwork should be in bright
colors and must be able to be scanned for the Web. Winning posters will be
posted on ABC's and WBCA's Web sites. For a copy of the poster competition
announcement, please see our Web site at:

announcement and send it to your local papers, radio stations, nature
centers, libraries, and elementary schools, and advertise the competition in
your own newsletters and magazines. This event has proven to be an excellent
tool for educating the public and kids on the importance of keeping cats
indoors. We received over 350 entries last year from 23 states plus Canada.
3. Cat Predation Hotspots: Information, Links & Resources for
Educators/Activists in CA, FL, and HI: Thanks to a generous grant from The
Kenneth A. Scott Charitable Trust, we now have fact sheets on cat predation
on native wildlife in the hotspot states of California, Florida, and Hawaii.
These states have: sensitive ecosystems endangered by urban sprawl; the
greatest numbers of threatened and endangered species in the U.S.; and large
numbers of free-roaming owned, stray, and feral domestic cats. The Web pages
provide information for educators and activists on species vulnerable to cat
predation, activities for kids to encourage them to learn more about
wildlife in their state, and many links to sources for more information.
Unfortunately, links to Web sites within the Department of Interior are not
live at this time because their Internet system is still not functioning. To

is an excellent example of how cat/wildlife conflicts in parks can be

4. New Radio PSA: A new 30-second radio Public Service Annoucement on the
benefits of keeping cats indoors is now downloadable from our Web site at
http://www.abcbirds.org/cats/catsindoors.htm  under the Posters and PSAs
button. Please contact your local radio stations and ask them to play the
PSA. Radio stations can download it directly from the Web site. Please let
us know if the radio PSA is on the air in your area and what station is
playing it.
5. Ban Fenthion Campaign: ABC is sponsoring a campaign to ban fenthion, a
pesticide that is deadly to resident and migratory birds which is sprayed in
Florida to kill mosquitoes. For more information and how you can help,

Thanks so much for your recent updates on what you've been doing to make
birds and cats safer.  Your responses to the questionnaire in the last
campaign update overwhelmed me.  You keep your own cats indoors, humanely
trap and remove stray and feral cats from your yard, community or public
