ANWR: Senate rejects drilling 46-54
By a 46-54 vote, the Senate in effect rejected an amendment Thursday
afternoon that would have allowed the president to open the Arctic National
Wildlife Refuge to oil drilling.
Sen. Frank Murkowski (R-Alaska) introduced the long-awaited amendment on
Tuesday. Democratic leaders then filed a cloture petition, forcing Murkowski
to secure 60 votes to get to a straight up or down vote on his ANWR
amendment, which most senators knew was unlikely.
Despite the failure to even get a majority, Sen. Ted Stevens (R-Alaska)
would not concede defeat. "There are other arrows in our package," he said,
and drilling advocates will try other avenues to open ANWR.
While most senators voted along party lines, five Democrats broke with their
party and voted in favor of drilling and in favor of invoking cloture,
including Sens. John Breaux (La.), Mary Landrieu (La.), Zell Miller (Ga.),
Daniel Akaka (Hawaii) and Daniel Inouye (Hawaii). On the other side of the
fence, eight Republicans voted against the amendment, including Sens.
Olympia Snowe (Maine), Peter Fitzgerald (Ill.), John McCain (Ariz.), Bob
Smith (N.H.), Gordon Smith (Ore.), Lincoln Chafee (R.I.), Susan Collins
(Maine) and Mike DeWine (Ohio). Independent Sen. Jim Jeffords (Vt.) also
voted no.
Republicans and other drilling advocates knew before the cloture vote they
had failed to garner the 60 votes they needed. Murkowski said that at one
point in time, drilling advocates had a majority of 50 or more senators. He
blamed Democrats, and Majority Leader Tom Daschle (D-S.D.) in particular,
who "put us in the position of having to get 60 votes and that's where we
are today."
Murkowski also blamed the current party breakdown in the Senate. "When we
had control of the senate the last time, 55-45, in 1995, we passed ANWR.
President Clinton vetoed it. Now it's a different story in the Senate. We
got 50-49-1. That's the reality associated with this," Murkowski said.
Even if Murkowski had secured 60 votes, he expressed doubts on the floor
that ANWR will ever pass this Congress. According to Murkowski, Daschle told
him this: "He said even if you get 60 votes, you're not going to get ANWR
because I'll pull the energy bill."
Before the vote on Murkowski's amendment, the Senate voted 36-64 against
cloture on Sen. Ted Stevens' (R-Alaska) amendment to use revenue from ANWR
to help steel companies pay employee retirement benefits and other "legacy"
costs. Sen. Jay Rockefeller (D-W.Va.) supports legacy payments but said he
would vote against Stevens' amendment because the measure did not enjoy
enough support to survive conference. The measure also lacked support from
