International is soliciting comments on proposals to downlist IUCN status for Kirtland's Warbler and Piping Plover from Vulnerable to Near Threatened. They would like comments from North American experts on these proposals and especially would like to have comments posted at: http://208.185.149.227/WebX?13@47.ou1RaQ3cbAv.0@.1de4282b so that they can ensure that they are made part of the formal record that they maintain to document each species' status. People with expertise with these species are encouraged to consider commenting so that the best available information is used in making determinations as to the species global IUCN status. Please forward this message to relevant listserves and experts. Kirtland's Warbler (Dendroica kirtlandii): downlist to Near Threatened? Kirtland's Warbler Dendroica kirtlandii is currently listed as Vulnerable (D2) because it has very small breeding and wintering ranges in which it is restricted to few locations, such that it is prone to the effects of human activities or stochastic events, and could rapidly become Critically Endangered or Extinct in a very short time. The thresholds for D2 (to be interpreted flexibly) are an area of occupancy <20 km2 or restriction to five or fewer locations. Its population is increasing, with numbers in Michigan in 2003 the highest since surveys began in 1951. What are the latest estimates of the size of the breeding range and wintering range? How susceptible are these to a single threatening process? Should the species now be downlisted to Near Threatened? Piping Plover: downlist to Near Threatened? Piping plover Charadrius melodus is currently listed as Vulnerable (triggering IUCN Red List criteria C2a(i)), as it has a small global population believed to be declining with all subpopulations <1,000 mature individuals. However, the global population has actually increased by 8% from 1991 to 2001, and the Atlantic coast population has increased from 1,377 pairs in 1998 to 1,682 pairs in 2002. Despite continuing range contraction, it appears that the species no longer qualifies as Vulnerable and should be downlisted to Near Threatened. Latest estimates of the total population size and trends, plus any comments on this assessment would be welcomed. . Please respond directly to Rebecca, at rblazer@audubon.org, especially if you are a steward or community organizer with other possible volunteer opportunities for this group. Leslie Borns birdperson@juno.com Chicago/Cook ____ ---------- Forwarded Message ---------- For Anni (and any other 30 something birders), I think getting a group of younger birders together is a great idea! Please send me an email if you're thinking about going out sometime. (I'm turning 30 in September. Does that qualify me?) It's great to hear that there other people my age thinking about these things. Some friends and I have been talking recently about how many of us younger nature lovers are sort of isolated from each other or don't know how to get involved. So to see if we could draw some folks out of the woodwork, we decided this spring to try putting together some 20s/30s restoration work parties. Steve Packard gave us a spot in a back corner of Somme Prairie Grove to work on and we've been cutting buckthorn off of a patch of remnant prairie. It's not pure birding, but while we work we see great birds (there's a regular Cooper's hawk who visits us, tons of cedar waxwings, occasionally a woodcock, wrens, and tons more) and we're learning about the habitats they need in order to thrive. So I hope folks don't mind me mentioning it here. We've had three great work parties so far (at one of them we had 25 people!) and everyone who's joined us - both seasoned nature lovers and new folks with hardly any experience with nature - seems to really enjoy immersing themselves for a few hours out in the savanna. We're finding that cutting buckthorn really hooks people. It's vigorous, fun work and you feel like you're really making a difference. And it's pretty great to lay back against a log afterwards, survey your work, watch the sun go down, and eat brats roasted over the brushpile bonfire. Anni, if you or any other 20s/30s type folks want to join us some Saturday afternoon, let me know and we'll add you to our email list. We're hoping to do this once a month this fall (but don't have a set schedule yet). To all the non-20s/30s folks: we still want to hang out with all of you too! We just think the younger generation needs a little extra attention right now. Thanks for the coaching and inspiration that you continually provide. We hope we'll do justice to your passion for birds as we try to get more young people excited about nature. I love hearing about the unusual sightings in IL, please keep it up! I hope to see that swallow-tailed kite this weekend! I'm a 30 something and in the Lincolnshire area and was wondering if any people in my age frame would like to go birding with others of approximately their age. Usually when I go with groups, they tend to be more towards my mom's age and I'd like to share birding and maybe increase the interest in birds with people closer to my age. I don't know if this is acceptable on this IL list, sorry if it isn't. Anni Gossmann Lincolnshire area ===== Please help save the environment, our future depends on it. Bush opening more lands to hunting and fishing
By John Heilprin
The Associated Press
WASHINGTON - The Bush administration said yesterday it will give people
who hunt and fish new access to hundreds of thousands of acres of lands
and streams within 17 national wildlife refuges and wetlands.
The decision as the Republican National Convention was opening in New
York was announced by the U.S. Fish and Wildlife Service. Asked if it
might help President Bush's re-election efforts, the agency's director,
Steve Williams said, "This is just another example of the president's
commitment to sportsmen.
"By law, Congress directed the service to consider and provide
opportunities for hunting and fishing where it's compatible on the
refuges. We take that quite seriously," Williams added.
Both Bush and Democratic presidential nominee Sen. John Kerry have cast
themselves as sportsmen in campaigning for votes among hunters and
conservationists. Groups that promote hunting and fishing rights or
habitat for fish and game - such as the Boone and Crockett Club, Ducks
Unlimited and the National Rifle Association - claim millions of
members.
Hunting and fishing have long been allowed in the 95-million-acre refuge
system, which includes 544 national wildlife refuges and thousands of
small wetlands and other specially managed areas.
Currently, more than 300 wildlife refuges and about 3,000 small wetlands
are open to hunting, and more than 260 wildlife refuges are open to
fishing.
Yesterday's decision opens an additional 243,500 acres as of tomorrow,
wildlife officials said.
Federal officials opened four more national wildlife refuges to hunting
and fishing: Mountain Long Leaf in Alabama, 3,300 acres; Cypress Creek
in Illinois, 100 acres; Red River in Louisiana, 2,700 acres; and
Waccamaw in South Carolina, 10,500 acres.
Also opened were six more wetlands management districts: Devils Lake in
North Dakota, 56,000 acres; and in South Dakota: Huron, 11,000 acres;
Lake Andrews, 20,000 acres; Madison, 38,500 acres; Sand Lake, 45,000
acres; and Waubay, 4,400 acres.
Seven refuges where officials added to the land and marshes available
for hunting are Savannah in Georgia and South Carolina, 2,000 acres; Big
Oaks in Indiana, 10,000 acres; Big Branch Marsh in Louisiana, 6,000
acres; Crescent Lake in Nebraska, 5,000 acres; Cross Creek and Tennessee
in Tennessee, 24,000 acres; and Trinity in Texas, 5,000 acres.
Officials said the agency was not adding money to the budget to help
with managing the additional activity in the newly opened areas.
Betsy Loyless, a vice president and lobbyist for the League of
Conservation Voters, called the decision a blatant attempt to sway
voters.
"I do think politics are at play," she said. "The areas they've chosen
play to the base. What this means in terms of conservation is
questionable."
Her group supports more limited hunting and fishing at the refuges,
Loyless said, adding that the administration's decision and other
wetlands policies put millions of acres at risk of being developed.
"This is like a putting a hole in the bucket and then saying you're

Restoration focuses on the birds of grassland, shrubland, savanna and wetland.

Do you know any potential volunteers who live in Palatine, Barrington, Arlington Heights, or nearby? If so, they might like to hear about this.

On Saturday, Sept. 18 in the Spring Creek forest preserves near Barrington, the Cook County FPD and partner organizations (including the BCN) will launch the largest and most ambitious habitat restoration project in Cook County. This is a thrilling and rare opportunity. With some hard work and a devoted team of partners, we will be able to bring back to life 3,900 acres prairie, savanna, marsh, fen and oak woodland. It is already breeding ground for dozens of Henslow=92s sparrows along with sandhill cranes, orchard orioles, and more.

The Spring Creek project will in time be appreciated by perhaps ten pairs of sandhill cranes along with hundreds of bobolinks, dickcissels, king rails and other nearly vanished birds. Butterflies, frogs, orchids, and rare grasses will be their neighbors.

The project will be a community-based restoration, and we are excited about the opportunity it presents to identify new conservation volunteers and bring them into the network of conservationists who are doing such important restoration work at other sites.

Potential new volunteers are invited to join us for the Project Kickoff on Saturday, Sept. 18,
from 9 =96 noon at the preserve. The schedule of activities for the morning is as follows:

 9:00  =96  10:30            = ; Tours of prairie, woodland, and wetland
10:30  =96  11:00            Meet local ecology experts
11:00  =96  11:30            Speaker: =93How Volunteers Can Help Restore This Land=94

Now it is being turned back into a swamp. Four years ago an environmental group bought the 7,000-acre farm, which for generations has been one of the largest in Illinois. Over the next few months, ecologists will begin allowing it to flood. Based on their experience in smaller projects, the ecologists think that within just a year or two, they can return this farm to its natural state as a thriving wetland. And they believe they can do it without planting a single seed. All they need to do, they say, is to stop sowing corn and to allow water levels to rise, and soon the seeds of wetland plants that have lain dormant in the soil for 80 years will spring to life. This suggests that the century during which food was grown along the banks of America's great rivers may one day be seen as an aberration, a brief parenthesis in the life of rich swamps that thrived along these rivers for thousands of years. If the project here, about 165 miles southwest of Chicago at a farm called Emiquon, works as expected, planners would like to see it duplicated around the United States and beyond. They dream of the day when there will be fewer farms along riverbanks and more swamps. This month at Emiquon, high-wheeled combines are harvesting corn and soybeans, just as they are at thousands of farms across the Midwest. Soon, however, this place will begin to change. The half-dozen farm buildings, including barns, homes and a towering grain elevator, are to be moved or demolished in the next few months. On about one-third of the farm, the amount of water being pumped off will be sharply reduced. Then Doug Blodgett, an ecologist who is directing this project for the Nature Conservancy, will wait and watch. "Hopefully, by this time next year there will be water over that field, with all kinds of natural vegetation and wildlife," Mr. Blodgett said as he pointed across the cornfield. "Wetlands are amazingly resilient. Once you get the water levels right, they come right back." The Nature Conservancy bought most of Emiquon from a real estate and farming company in 2000, paying $18.5 million. Mr. Blodgett said it would be flooded in stages over the next three years. "There was a time when the country was growing so fast and we were so dependent on our own farming that it may have made sense to use land like this to grow crops," he said. "We don't need these flood plains for farming anymore, and in fact, keeping them in use as farms causes a whole range of negative environmental effects." Waters around the Illinois River towns of Havana and Liverpool were once among the most productive freshwater fishing grounds in North America, producing a reported 24 million pounds of fish in 1908 alone. The region was also teeming with waterfowl. After the swamps were drained and turned into farms, fish and wildlife all but disappeared. Levees built to protect the farms created conditions that have led to periodic floods. The levees also prevent chemicals from being spread evenly across large wetlands, where they can be naturally absorbed and processed. Instead, these chemicals flow downstream into the Mississippi River and then into the Gulf of Mexico, creating "dead spots" where little marine life can survive. "We turned a huge flood plain over to uses that it really can't support," Mr. Blodgett said. "If we can go back to letting nature do its work, the benefits will be huge." His optimism is based in part on a pilot project that the Nature Conservancy started in 1999. It bought a 1,700-acre farm 40 miles from here, at a place called Spunky Bottom, and stopped draining it. Now, where rows of corn once stood, people canoe lazily through shallow lakes as otters, muskrat and mink scamper through tall grass, ospreys and herons fly overhead, turtles and frogs lounge on muddy shoals, and fish jump among yellow lotus blossoms that sprout among lily pads. "This place was dry for 70 years, but after just one year without planting it looked amazing," said Tharran Hobson, director of the project at Spunky Bottom. "We were quite surprised at how quickly it happened." News of what is happening here has spread through the world environmental community, and scientists from Brazil and Japan have come to visit. "Developing countries are looking at doing the same things with their flood plains that we did 100 years ago: levees, flood-control districts and agriculture," Mr. Hobson said. "We're trying to suggest other approaches they might want to look at. The value of what we're doing is almost nothing if these projects don't become models." A similar experiment is under way near the town of Hennepin, 85 miles upriver from here. The Wetlands Initiative bought and flooded a 2,600-acre farm there four years ago. It is now a lush wetland. "There have been a lot of wetland restorations over the last years, but it's mostly been on small plots of 50 or 100 acres," said Donald Hey, a senior vice president of the Wetlands Initiative. "We're showing that it can be done on a wide scale. This is a strategy that would have application in river basins from the Chesapeake to the Sacramento." "This is really a great opportunity for us," said Keith Arnold, president of the Peoria Area Convention and Visitors Bureau. "Emiquon will be a wonderful wildlife habitat, and we'll have interpretive centers, hiking, biking, and opportunities for fishing and hunting. There's a tremendous demand at the national and international level for nature tourism. Within a year from now, we'll be making Emiquon the centerpiece of our leisure travel marketing. It'll be the focal point to everything we do." --------------------------------- Copyright 2004 The New York Times Company ------=_NextPart_000_0023_01C4A45F.7E484390 Content-Type: text/html; charset="US-ASCII" Content-Transfer-Encoding: quoted-printable Emiquon featured in NY Times article

Future of Illinois Farm May Lie in Swampy Past

HAVANA, Ill, Sept. 20 - Every autumn for more than 80

being turned back into a swamp.

Four years ago an environmental group bought the = 7,000-acre

This suggests that the century during which food was = grown

If the project here, about 165 miles southwest of = Chicago

at a farm called Emiquon, works as expected, planners = would

I am NOT kidding! One monitor- Annette Prince had over 60. We all had to quit around 1pm and then came the challenge of getting these birds to rehab. Valerie Andrla drove yours truly and 91 birds to Fox Valley Wildlife Center whose staff worked tirelessly to get the birds set for the night. It was unbelievable. Our success with getting the lights out downtown has made a tremendous difference. I am quite sure we would have had staggering fatalities had the lights been on. Wish us a quieter rest of the season! If you are interested in volunteering, we are needing people for later shifts these days as many of our hits are coming after dawn up into the 9am hour even. Let us know if you=B9d like to help out. Hi Jane, I share your concerns about Trailside Museum. From my experience and observations, it appears that an inordinate amount of resources (time, money, supplies) is spent on the rehab of nuisance species such as raccoons, opossums, rabbits and squirrels. Valued and limited resources are also spent on the rehab of "common" species such as robins, and non-native species such as house finches and house sparrows. As a designated rehab facility, Trailside must accept these animals when they are brought in. Because of a limited budget, Trailside is primarily a Rehabilitation Center, and to a lesser extent, a Nature Center. This is a different situation than at other Nature Centers, such as Little Red Schoolhouse or River Trail Nature Center. Because these latter Nature Centers are not burdened with rehab responsibilities, they are able to provide quality community education and programming within their budgets. My personal belief is that community education has a far greater impact on the next generation (see Chicago Wilderness's article on Conservation Psychology) than "saving" an individual squirrel or rabbit. In fact, a focus on the latter - without education - may send an incorrect message about how best to protect and preserve our natural habitats. As an example: Trailside rehabbed and released an immature mute swan last Spring. The swan was released in good health to the pond behind Trailside. The community immediately rushed in to throw bread at this "exotic" species. The swan ate the bread to the exclusion of "natural" food, and died. A post-mortem examination concluded that the swan died of starvation. Such incidents lead me to believe that community education is a better way to spend the allocated Trailside budget, rather than exhausting the budget on the rehab of nuisance, non-native, or common species. There are some who maintain that a rehab facility is NEEDED in the near Western Suburbs. The reality is that the majority of animals brought to a suburban nature center are EXPECTED to fall into one of the 3 categories of nuisance, common or non-native species, because these are the kinds of animals most commonly encountered in the suburbs. Trailside does occasionally receive an animal requiring rehab that does not fall into the above 3 categories. When endangered species DO arrive, the staff is limited in their resources to help. It would make more sense for Trailside to transport the occasional rare, or endangered species to the nearby Brookfield Zoo, which is due south of the facility and owned by the FPDCC. That is because Trailside staff, despite quality training, is poorly equipped to rehab animals from ANY category, due to serious budget and staffing deficits. Regardless of who manages the Trailside budget, the types of animals brought to the facility will remain the same. While the life or death of one robin will not alter the future of American Robins as a species, I appreciate that the rehab of that particular robin means the world to that particular robin (and to the human rescuer). I have personally brought in dying blue jays at the peak of the west Nile virus epidemic and begged they be given "a chance", so I am not immune to the tragedy or plight of individual birds. But my persistence, which siphoned staff resources, made no difference to blue jays on a larger scale (in fact, the birds died in spite of rehab efforts). If money were no object, I think the rehab of common species would be a benign and humane gesture. I worry that the rehab and release of nuisance species is COUNTER-PRODUCTIVE to the overall health and ecodiversity of the forest preserves, however. For these reasons, I believe the Trailside proposal should be considered thoughtfully, and the budget should be examined closely. . Before a decision is made, I hope the Board obtains data from Trailside that can be used to guide their decisions. Key questions would be: How many nuisance animals are rehabbed at this facility, and at what cost and outcome? How many endangered species are rehabbed at this facility, and at what cost and outcome? On a more specific level, the Board should know how much it costs, on average, to rehab a squirrel. Or a raccoon. There is a lot of money at stake, because rehab is such an expensive endeavor, and it is right to ask the question, "does it meet the goals and mission of the FPDCC?" (As an aside: Trailside gladly accepts donated materials, such as old towels, for use in their rehab efforts.)
