Apparently this is a growing movement.  A large area at Beck Lake  was
officially opened as a Dog Friendly Area on July 14. There is a history of the
groups successful efforts, including a chronology of their work with the
FP, at

The Cook County Board of Commissioners voted to approve the designation of a
fenced in, off-leash, Dog Friendly Area in the Beck Lake Forest Preserve Area
at Central and East River Road. The area will be approximately 26 acres,
including a large pond and by permit only
