I got this information from the Park District today about Soldier Field -

Soldier Field should make every effort to comply with the Lights Out
Program. The stadium managers were instructed  to make note of the Lights
Out dates and build this into their regular maintenance routine (ie.
switching timers, etc.)  The electricians are working throughout the
building today changing timers, etc. to have the changes go into effect by
this weekend.

This will occur during the migration periods on non-event
days when the lights can be turned off or put to simply emergency mode.
