BCN friends:

Although not much of CARA (Conservation and Reinvestment Act) has been
featured in the news lately, overall legislative activity for state based
wildlife programs has been good.  This update is from Paul Baicich of ABA
and others from the Teaming With Wildlife coalition.  Much of the funds
already appropriated for Illinois from prior years’ legislation will benefit
our state’s birding habitats.

1. Over the next week, Congressional appropriators will be making critical
decisions on which programs to fund for Fiscal Year 2003.  This web site
http://www.teaming.com/site/index.cfm explains why it is urgent and timely
for the TWW coalition to back State Wildlife Grants, increasing funding for
FY03 to a requested $150 million. The web information includes HOW you can
send that message to Congress. Fortunately, the TWW coalition and all the
major "green groups" are united on this aim. The yearly "CARA-lite"
appropriations are shaping up to be important bridges, allowing the states
to ramp-up to a full-CARA potential.

2.     The web site also has very quick links for state-by-state summaries
on how the states are beginning to spend the funds already. Check how your
state shapes up. Check other states' information to see how they are (or are
not!) addressing bird and wildlife-watching needs. This is a nifty resource.

3. You can take action on this before April 5, by urging members of the
House Appropriations Subcommittee on Interior and Related Agencies to
demonstrate the importance of State Wildlife Grants and voice the need for
significantly increased funding for FY03, at least to the level of $150
