The U.S. Fish and Wildlife Service has published guidelines to tower construction based on the best science available. ABC is also urging Congress to fund further scientific study to develop even better solutions. ABC has provided extensive science on its harm to birds and was responsible for generating 16,000 public comments urging it be discontinued. An EPA decision is expected shortly. Monocrotophos, responsible for tens of thousands of deaths of Swainson’s Hawks in South American, was withdrawn from the market by its manufacturer’s as a result of the efforts of ABC and its partners. The Carbofuran Story But the most remarkable success story has to do with a chemical called Carbofuran. It is probably more deadly for birds than any other pesticide/insecticide or similar poison, and a known killer of Bald Eagles, Eastern Bluebirds and over a hundred other species. In 1989 the EPA determined to end all uses of this chemical subject to a phase out. Yet just 3+ weeks ago, on June 19th, 2002 the EPA quietly gave a permit to apply it to some 60,000 acres of rice farms in Louisiana by a politically powerful group of rice farmers. This was done without the seeking input or comments from the Fish and Wildlife Service or the public. The professional EPA staff does hold ABC in high regard, and at some point during this process ABC received notice of this re-registration effort. On June 28th 2002, ABC responded with a stinging letter of protest signed off on by 56 environmental organizations with whom ABC recruited for this effort. The letter pointed out that EPA’s action is a violation of the Endangered Species Act, the National Environmental Policy Act, the Migratory Bird treaty Act, the Bald Eagle protection Act and others. I think there were 5 pairs between us and River Park, about a 2.5 mile stretch. This year, I've seen virtually no kingfishers, but we've had 6-8 Black-crowned Night Herons in the same stretch of river. I'm wondering whether there's a relationship between these two facts. I looked in the Birder's Handbook, which tells me that B-C Night Herons will eat the young of other herons on occasion. Would the kingfishers avoid nesting near the feeding grounds of Black Crowns? Also, with so many herons in this short stretch of river, is it likely that there's a small rookery on the river somewhere, or are they just flying in from elsewhere?
